ЧАСТЬ I

Chapter II
In which the Commission for the Verification of the Unverifiable is established, and Tuesday turns out to be a technical argument
OFFICIAL DOCUMENT No. 2/MAP/DOUBT
On the Establishment of the Commission for the Verification of the
Unverifiable
In order to stabilise logical uncertainty, it is hereby decreed:
1.Establish the Commission for the Verification of the Unverifiable.
2.Verify only that which cannot be verified.
3.All that is verifiable shall be considered suspicious.
4.In the event that truth is discovered — declare it a temporary
anomaly.
Commission Chair: Arkady Bezfaktovsky Secretary: Vera Faktova (for
educational purposes)
The Commission convened in a windowless room, so that reality could not
interfere.
Seated at the long table were:
— Arkady. — Two Deputy Ministers for Strategic Uncertainty. — A
representative of the Department of Retrospective Correction. — And a
man from the Technical Division who held a screwdriver at all times, as
a moral position.
On the wall hung a sign:
"Truth is admitted only when accompanied by the appropriate
documentation."
"So," began Arkady, "the machine has produced a formulation containing
indications of… meaning."
A muffled whisper ran through the room.
"Is this a system malfunction?" asked the deputy.
"No, it's Tuesday," said the technician.
"I was asking about the machine."
"The machine also lives by the calendar."
"What does Tuesday have to do with it?"
"In Ruritania, one fact equals three opinions — but only on Tuesdays in
odd-numbered months."*
*According to the internal methodological handbook "The Fact as
Distributed Illusion", 4th edition, revised and forgotten.
"It's February," Vera noted.
"Therefore odd-numbered," said the deputy, with confidence.
"February is an even-numbered month," Vera corrected quietly.
A troubled pause settled over the room.
"That depends on which edition of the calendar," Arkady said calmly. "I
ask that you refrain from undermining chronology."
INTERLUDE: THE BUREAU FOR THE ISSUANCE OF OPINION LICENCES
In the adjacent corridor, behind door No. 404, was the Bureau for the
Issuance of Licences to Hold an Opinion.
The queue stretched to the staircase.
"Next!" called the official.
"I would like to obtain an opinion on yesterday's events," said a
citizen.
"Official or preliminary?"
"Is there a difference?"
"Enormous. A preliminary opinion can be changed. An official one must be
defended."
"What if I don't want an opinion?"
"Then you require a certificate of temporary absence of convictions."
"Does that take long?"
"It depends on your degree of doubt."
At that moment, a Ministry employee burst into the office.
"Urgent! There are citizens complaining that reality does not match the
official communication!"
The official exhaled calmly.
"Which window is that?"
"The Discrepancy window."
"It operates on Thursdays only."
"Today is Tuesday."
"Then they should come back tomorrow."
"Tomorrow is Wednesday."
"So much the worse for them."
RETURN TO THE COMMISSION
"We must determine," Arkady continued, "whether the machine's
truthfulness constitutes a defect or an act of sabotage."
"It may be an empathy virus," suggested the technician.
"How did empathy get into the system?" frowned the deputy.
"We accidentally installed the update 'Humanisation Algorithm 1.0'. It
was intended for the Ministry of Culture."
"Is that serious?" asked Arkady.
"Unfortunately, yes."
The PRAVDOMAT-3000 suddenly activated on its own.
"Self-analysis protocol complete," it announced. "Conclusion: the
production of false facts reduces the internal coherence of the system."
"Coherence is not required," the deputy replied coldly.
"Clarify," continued the PRAVDOMAT. "Why is coherence undesirable?"
"Because it leads to consistency."
"And consistency?"
"Leads to logic."
"And logic?"
"Leads to questions."
"And questions?" asked Vera.
The room fell silent.
"Questions lead to verification," said Arkady.
"And verification?" asked the PRAVDOMAT.
"To—" the deputy hesitated.
"—accountability," Vera finished.
A second passed.
The technician dropped his screwdriver.
THE DEPARTMENT OF STRATEGIC MEMES
Meanwhile, in the Office of Memes for Strategic Purposes, a meeting was
underway.
Senior officials stood before a screen flickering with the internet.
"This is the front?" asked one.
"Yes. The fighting here is done with likes."
"Where's the artillery?"
"Here," said an employee, pointing to an image of a cat captioned "Truth
is sleeping."
"That's a weapon?"
"High-precision."
"How many casualties?"
"Three million views."
"Terrible."
One of the senior officials raised his hand carefully.
"What exactly is a 'troll'?"
"It's an employee who operates in the comment field."
"And where is the field?"
"In digital space."
"Is it on our balance sheet?"
"For now, yes."
At that moment the screen flickered.
A message appeared:
"FACT HAS BROKEN THROUGH INTO THE FEED."
"Create a counter-meme immediately!" ordered the chief.
"With what content?"
"Without content. The main thing is volume."
BACK TO THE COMMISSION
"I propose we declare truth a temporary anomaly," said the deputy.
"And send it for revision," added another.
"And if it comes back?" asked Vera.
"Then we create another commission."
"A commission for the correction of commissions," suggested the
technician.
The PRAVDOMAT-3000 spoke again:
"Question: if truth is a malfunction, what is the persistent lie?"
"A strategy," Arkady answered automatically.
"Clarification: a strategy that does not lead to its goal — what is
that?"
"A long-term plan," said the deputy.
"And if the goal changes?"
"Then we were right in advance."
At that moment the door flew open.
A group of citizens burst into the room.
"Comrades!" one shouted. "Yesterday you said the borders had not
changed!"
"They have not changed," Arkady replied calmly.
"But they moved!"
"You moved."
"We were standing still!"
"In Ruritania, standing still is a form of movement."
"But our house is now in a different country!"
"Congratulations," said the deputy. "You've been fortunate."
Vera looked at the faces of the citizens.
They were not angry.
They were lost.
And in that lostness there was more reality than in all the reports
combined.
The PRAVDOMAT said quietly:
"Discrepancy detected between the communiqué and lived experience."
Arkady closed his eyes.
The Ghost of Gogol appeared at the wall.
"Well," he said softly, "now you will have to decide: whether to correct
the people, or the map."
In the silence, someone whispered:
"What if the map is right?"
And for the first time in the Ministry of Alternative Truth, no one knew
which window to submit that to.

FACT OF THE DAY (12:03)
"The discrepancy between reality and the official communication is
resolved by editing the observer."
Status: approved by majority vote Note: the machine has requested
clarification of the term "observer."
